As Illinois navigates the complex transition to a net zero emissions future, this report traces the state’s evolution from early adoption of green building standards — exemplified by projects like the LEED Platinum Chicago Center for Green Technology in 2003 — to Adlai E. Stevenson High School East Building Addition becoming the first verified net zero energy building in Illinois in 2021 and the current regulatory environment shaped by the Climate and Equitable Jobs Act (CEJA).
This progression has yielded tangible results: since 2005, Illinois has added 382 million square feet of low or zero emissions building stock across 3,000 projects, a space equivalent to 85 Willis Towers.
